Notice Given for Motion of No Confidence

Opposition Leader, Datin Seri Wan Azizah Wan Ismail, has filed notice with the Dewan Rakyat to table a motion of no confidence against the Prime Minister. This is an unprecedented move and it is still unclear whether the Speaker of the Parliament, who has almost absolute discretion in deciding whether or not motions may be tabled, would allow it.

By the convention of the British Parliament, in which our Westminster system of government is based upon, a government which fails to win confidence by the responsible house (ie. the house of Parliament that's directly elected by the people, in our case the Dewan Rakyat), would either be compelled to :

  • Resign, or

  • Seek the dissolution of Parliament and call for new elections, failing which it has to resign and allow the head of state to appoint a new government led by a member of Parliament whom the head of state feels has the confidence of Parliament
Then again, since conventions are unwritten rules, and knowing our precedence of changing the rules (whether written or otherwise), I am not that confident that the government of the day would honour this.

If Nazri Abdul Aziz (Minister in the Prime Minister's Department) reaction is taken at face value:

Rubbish. There's nothing in the Standing Orders to provide for such a thing. It is such a waste of time. There are better things to talk about.
I seriously doubt the Barisan Nasional's willingness to be deposed via administrative means, even if its entirely legal and has precedence in convention. Of course, the reactions from other ministers seem less dismissive of the motion, even if more laughable:
It is a politically motivated motion (Duh .. of course its political. It was tabled in Parliament, wasn't it?). They want to show that our political situation is unstable. This is not what the rakyat voted them for. They should have instead worked towards nation building and eased the external pressure.

There are more problems out there that need to be solved and they should be responsible. This also shows that they do not thank the rakyat and make the world think that we are in an unstable country They should go back to the their respective places and do their work.

For some reason, I feel it may be in the contrary. A new government with the necessary political will to make some long standing reforms to re-steer the nation back to its democratic and people focussed roots may be what's needed to bring back stability and confidence. Anyway, the full statement (in Malay) from the Opposition Leader is reproduced below:

Sebentar tadi saya dengan diiringi wakil parti-parti komponen Pakatan Rakyat telah menghantar surat kepada Yang di-Pertua Dewan Rakyat untuk membawa satu Usul di bawah Peraturan Mesyuarat 18(1) dan (2).

Usul tersebut berbunyi:

"Bahawa Dewan yang mulia ini mengambil ketetapan tidak percaya terhadap kepimpinan YAB Perdana Menteri Malaysia dan jemaah menteri beliau dalam menjalankan urus tadbir negara disebabkan terhakisnya keyakinan rakyat terhadap integriti kerajaan."
Pilihanraya Umum ke-12 menyaksikan 'Tsunami Politik' yang mengakibatkan 5 negeri dan juga Wilayah Persekutuan jatuh ke tangan Pakatan Rakyat sekaligus menafikan penguasaan majoriti 2/3 Barisan Nasional.

Kemenangan tipis BN ini telah dicapai melalui manipulasi SPR dan pembohongan yang tidak bermaruah. Harga minyak telah dinaikkan secara mengejut selepas PRU walaupun Timbalan Perdana Menteri semasa melancarkan manifesto BN telah berjanji tidak akan menaikkannya. Negeri-negeri yang diperintah oleh Pakatan Rakyat juga dianaktirikan menunjukkan sikap BN yang bertentangan dengan semangat demokrasi dan federalisme. Ahli-ahli Parlimen BN yang bertindak menolak sikap pimpinan mereka yang tidak bertanggung-jawab diugut dan dipaksa supaya tidak bersuara.

Perkembangan ini mengakibatkan wujudnya krisis keyakinan terhadap YAB Perdana Menteri dan kabinet beliau. Rakyat kini dilanda beberapa krisis besar seperti harga minyak yang terlalu membebankan rakyat, harga bahan makanan dan keperluan asas rakyat yang semakin mahal, keyakinan rakyat yang semakin terhakis terhadap institusi Polis, Peguam Negara dan Badan Kehakiman, Peningkatan kadar jenayah dan gejala Rasuah yang semakin membarah.

Kami yakin Dewan yang mulia ini wajar membincangkan Usul yang dikemukakan ini.

That's generally why I feel the battle for a just peace in our nation has yet to be concluded and a lot of intercession is still needed. How and by which vehicle this just peace will come about is still up for grabs but I trust that by prayerfully doing what is conscientious and righteous, the best solution for all will emerge.
